Natural sites

Save Police Bay!

Police Bay is one of the two last remaining coastal sites of natural environment in the whole of the main island Mahé, the other site being Baie Ternay. If we want to address the loss of biodiversity, we have to safeguard our natural sites.

“Seychelles is host to the fifth biggest population of critically endangered Hawksbill turtles. Anse Grand Police and Petit Police are refuge for significant nesting turtle populations of hawksbill turtles, the Eretmochelys imbricata. This species and the green turtles (Chelonia mydas) are listed as critically endangered (IUCN Nov. 2016).

Marine turtles are legally protected in Seychelles. however if their vital nesting habitats are open to the public, they will be disturbed. As such, we must avoid any property development that pose the risk of losing one of the last untouched turtle nesting sites and the
reputation of Seychelles as a leader in nature conservation worldwide,” argues Inga Petelski Project leader of CEPF (Critical Ecosystem Partnership Fund) who is conducting research for the MCSS (Marine Conservation Society Seychelles).

TODAY visited Police Bay on Saturday. We found that the shelter
placed there was being removed. Some of the workers there explained that “we are removing them because there are too many
speculations on social media. People are coming up with all sorts of
ideas of why the shelter is there. Therefore we are forced to remove
it". Unfortunately we didn’t manage to get any more information about who and why the shelter was there in the first place.

Members of the public we met on the beach were more than willing to share their opinion : “We come here every weekend to surf, sometimes I even have a small session in the morning before going to work. It is so beautiful and peaceful here. And of course it’s the best surfing spot. However I’m worried that when they start construction here our access to the beach would be limited,” said a frequent visitor.

“There are a lot of surfers that come here on the weekends. In fact I often sit and watch them. Some of them have talent, most of the time I find them camping on the beach with a guitar I find them singing, and they always tend to invite me over. It’s nice to see that Seychelles beauty is being used to its full potential,” added another resident.

The question also arises whether we are respecting the conditions
of Environmental Assessment and Pollution Control. The Wetland
Conservation and Management Policy of 2005 states that: “Protect
and conserve wetlands so that wise and sustainable use of their functions and values, including indirect benefits, are secured now and in the future” (Policy, Planning and Services Division Ministry of Environment).

Lowland wetlands in Seychelles are considered to be the most endangered type of habitat. They host two endemic species of critically endangered freshwater terrapin, both of which have suffered major population declines between 2000 and 2008. Since 2008, the two marshes containing the greatest proportion of the terrapin species have been developed. Major anthropogenic changes, disturbances and pollution in this marsh area could lead to a drastic decline in the threatened population of terrapins.

A total of 55 animal species and 100 plant species are currently
listed for the Grand Police KBA, of which 49 fauna and 33 flora were
added by MCSS. Several KBA species as well as species listed on the IUCN red list of threatened species were found.

“The main priority for the ecosystem conservation is the maintenance of the whole water body and the ability of the wetland to undergo natural, cyclic seasonal changes which are crucial for the current species constellation. The extremely close proximity of a
freshwater wetland to the ocean is an extremely rare phenomenon
and requires a species constellation which is adaptable to seasonal
breakthroughs and saltwater inundation during heavy rain fall. Due to this unique feature of the wetland we even propose the establishment of a RAMSAR site in the Police Bay to the government,” commented Inga Petelski.

“Any big tourism related development is bound to negatively affect the ecosystem. If construction work will be undertaken, it is crucial to avoid serious negative impact on biodiversity and nesting turtle habitat by taking action in accordance with herein suggested guidelines and by consulting both environmental and social impact
assessments for the area. Instead of extensive hotel buildings, we urge the authorities and land owner to use the outstanding environmental value of this site and turn it into a local and eco-tourism attraction or recreational site with wetland activities such as kayak tours, a nature information center or into a national reserve. In this regard, anthropogenic impact even contributes to the improvement and establishment of this and other endemic species refuges at Petit and Grand Police. The proximity to the epipelagic zone makes this wetland unique thus would make it a suitable Ramsar wetland site,” she added.

However, it should be mentioned that the coastal oceanic part of the bay is an important nursery for endangered turtle hatchlings, for migratory animals and a variety of threatened fish and corals. It thus requires special attention.

The developer of "Police Bay Hotel" is one the promoters who was been exempted from the moratorium on large hotel projects
on Mahé, and the inner islands.

Ach so, ja, falls sich da jemand Sorgen macht, da passiert nix weiter, außer daß Change.org einem gern mal Newsletter schickt, aber die kann man direkt wieder abbestellen. Es werden auch keine persönlichen Daten nach Unterzeichnung veröffentlicht, es sei denn, man will, daß es über die sozialen Medien geteilt wird, aber muß ja nicht.

waren auch schon Police Bay, sehr natürlich und einsam dort.
Hoffe sehr das wenigsten diese kleinen Flecken verschont werden. Wie man an der Bay Ternai ja sieht brauchen die Natur lange bis sie die alten Gebäude wieder zuwuchert.

Heading towards an outcome

Has Grand Police been saved? It seem that we have moved one step further in that direction after President Danny Faure met with members of the Grand Police Citizens’ Initiative yesterday. Relevant documents will be tabled in the next Cabinet meeting on 31 May, 2017.

The aim of the meeting was to present to the President a petition signed by 5,800 citizens asking for the conservation and protection of Grand Police Bay in Takamaka.

In accepting the petition and letter from Sabiana Mancienne, Tex Albert and Tricia Pillay, the President commended the team for their act of citizenship. Absent overseas this week were Nanette
Esparon and Bee Cesar. The President also commended them
for the pacific and positive manner in which they undertook to
raise the issue with Government.

The President gave his commitment that the documents will be tabled in the next Cabinet meeting on Wednesday, 31 May, 2017. "The meeting was held in a very positive and promising
atmosphere" said a press release issued by State House yesterday.

Police Bay (or Grand Police as it is more commonly known), is recognised as one of the key biodiversity areas of high ecological significance and the home of a variety of endemic plants that grow in the mountains from Anse Corail, Mont Cauvin to Police Bay. This area is the largest remaining untouched freshwater wetland in the whole of Seychelles. It is one of the biologically most diverse ecosystems on the planet. It covers an area of about 27,000 square metres.

Sabiana Mancienne recently explained to TODAY some of the issues surrounding the project. “This beach is still uninhabited and this is an important factor. Several critical endangered species depend on this ecosystem in order to survive. A list of endemic species such as the Yellow Bellied Turtles, Black Mud Turtles, Bwa Marmaille and Orchid Payanke (which is the national flower of Seychelles) only appears in Seychelles. From our personal research we found that Police Bay was sold to an offshore company named Loomington Investments (Seychelles) Limited. Nobody really knows exactly who Loomington are, as the company’s real owners are hidden behind an offshore company in the British Virgin Islands. It is unclear who this company is and how they attained this land to start with. We tried approaching the government for more information. However we were blocked and were unable to receive any information,” she ended.

Einfach widerlich das "Gesocks". Und die Regierung stellt sich schützend davor und macht das dicke Geschäft mit denen.

Der Status der Police Bay und des dahinter liegenden Süßwassersumpfes als Naturschutzgebiet ist noch nicht anerkannt. Aber immerhin wird kritisch auf die Palmwedelhütten und heimliche Bauaktivitäten geschaut. Ich weiß nicht, ob man die Bilder sehen kann, es geht darum, daß im Grünland hinter dem Strand aus der Luft ein Bagger entdeckt wurde, der da irgendwas herumgräbt. Man weiß nicht, wem er gehört und was der Zweck ist.

Die MCSS hält am 13. Oktober im Gemeinschaftszentrum an der Anse Takamaka eine öffentliche Informationsveranstaltung über die Zukunft der Police Bay ab.

Wenn jemand vor Ort sein sollte, es hinterläßt sicherlich bei den Behörden einen Eindruck, wenn auch Touristen ihr Interesse an solchen Veranstaltungen bekunden. Ich bin ja angesichts der aktuellen Entwicklungen eher pessimistisch, was die Langzeitwirkung der Petitionen für die Police Bay und die Baie Ternay betrifft.

Naja, ich versteh auch bei weitem nicht alles, aber ich schlag mich so durch. So richig bahnbrechende Neuigkeiten werden da nicht verkündet. Das ist ein Bericht über die Informationsveranstaltung, die die MCSS jetzt im Gemeinschaftszentrum an der Anse Takamaka abgehalten hat. Es wird im wesentlichen nochmal die Vorgeschichte der Petition und anschließenden Regierungsentscheidung, das Gebiet unter Schutz zu stellen, erläutert. Das Problem ist ja, daß bestimmte Abschnitte der Police Bay Privatbesitz sind und die Einflußnahme von NGOs hier sehr beschränkt wäre, auch ohne daß ein Hotel gebaut wird. Bis zur Entscheidung gibt es nun erstmal Pläne, Security einzusetzen, die den immer wiederkehrenden "Vandalismus", ich nehme mal an, damit sind die Müllhaufen im Sumpfgebiet dahinter gemeint, unterbinden sollen.

Worauf immer gar nicht eingegangen wird, ist, woher eigentlich die Wachleute kamen, die Anfang des Jahres da ja schon mal den Durchgang versperrten. Die sind ja wohl inzwischen wieder weg. Dann gab es ja auch mal diese Luftaufnahmen von dem Bagger hinter der Police Bay im Gebüsch versteckt, den eine Drohne fotografiert hat, wo man auch nicht weiß, was der da zu suchen hatte. Das ganze Thema Police Bay ist irgendwie ein ziemliches mysteriöses Hin und Her. Wobei ich auch verstehe, daß man sich schwertut, einen privaten Grundbesitzer quasi zu enteignen. Die MCSS, die ich ja letztes Jahr im Banyan Tree besucht habe, hat auf den Seychellen, glaube ich, ein ziemliches sicheres Standbein, gerade mit ihren Studien zu den Klappbrustschildkröten, von daher hoffe ich, daß der Plan Naturschutzgebiet Police Bay sich am Ende durchsetzen wird. Allerdings lese ich gerade die Bücher von Ron Gerlach, und das desillusioniert ja doch ganz schön. Was die Baie Ternay anbetrifft, bin ich auch gespannt, auch da hält man sich sehr bedeckt, es ist lediglich die Rede von erheblichen Veränderungen.

Doch selbst wenn die Anse Police unbebaut bleibt und unter Schutz gestellt wird: ob das allein vor Wilderei schützen würde?
Nichtsdestotrotz: es wäre eine Schande diese Bucht zu bebauen, in welcher Form auch immer.
