Daß der Richelieu Verlaque (ich mag diesen Namen so gern, ich wette, Karl Lagerfeld hätte seine Großmutter verkauft, um so heißen zu dürfen :lol: ) das Restaurant verlegen muß, dafür kann er ja nichts, ich kann auch die Schwester verstehen, die halt auch ihre Kohle machen will. Daß die Anwohner vom Mont Plaisir sich darüber freuen, endlich eine richtige Straße bis zu ihren Häusern zu bekommen, auch verständlich. Aber warum müssen alle gleich so übertreiben mit dieser Legion von Bungalows, Gästehäuser und was weiß ich was das noch alles wird? Am Ende ist es Beau Vallon II.

Neue Rekordzahlen durch deutsche Urlauber:

Seit zwei Monaten bilden Deutsche den größten Anteil unter den Seychellen-Reisenden. Im laufenden Jahr waren es bis jetzt 27.000, das entspricht einer Steigerung um 33% gegenüber dem Vorjahr. Der deutsche Markt wird hierbei als besonders stabil und krisensicher bezeichnet. Französische Touristen belegen Platz 2, gefolgt von den Arabern...

Der Artikel erwähnt die gestrichenen Flüge ab Deutschland in einem Nebensatz, die Entscheidung dafür wird aber nicht weiter diskutiert. Man ist sich wohl sicher, daß dies keine negativen Auswirkungen haben kann. Die Deutschen kommen in jedem Fall und um jeden Preis. Mit ihnen kann man alles machen und es kommen immer mehr.

Es scheint, daß es neben der Republik der Seychellen auf der Welt kein zweites Land gibt, das für sich selbst derart ausdrücklich mit besonderem Umweltschutz wirbt und in der Realität so unfaßbar dreist das absolute Gegenteil davon praktiziert.

Die Seychellen wollen nähmlich überhaupt keine Touristen (mehr) haben!

Unser Mr. Alain St. Ange mal wieder :))

Das wird allerdings das letzte Statement von Alain St. Ange als Tourismusminister gewesen sein (wobei der Artikel natürlich auch sehr oberflächlich ist). Er hat den Posten ja niedergelegt, um für das Amt des Generalsekretärs der Word Tourism Organisation zu kandidieren, was ein bißchen verfrüht war, da er den neuen Posten ja noch nicht im Sack hatte. Die Kandidatur hat er nach einer Schmierenkampagne zu Gunsten des Kandidaten von Simbabwe zurückgezogen und stand dann mit nichts da, da hat er mir schon leid getan, denn eigentlich ist das ein Netter, der für sein Land nur das Beste will (auch wenn wir das nicht so sehen :wink: ). Nun hat er eine eigene Beraterfirma, mal sehen, mit was genau er damit in Erscheinung treten wird.

Ich hatte das damals am Rande mitbekommen, dass Alain St. Ange letztendlich doch nicht den Posten bei der World Tourism Organisation bekommen hat, in Verbindung mit anderen afrikanischen Ländern, die gegen ihn gestimmt hatten
o. ä. (oder hatte letztendlich die WT Organisation gegen ihn gestimmt?).

War dann etwas überrascht darüber, als ich gelesen hatte, dass er den neuen Posten doch nicht angetreten hat. Da er ja bereits im Vorfeld sein Amt als Tourismusminister abgegeben hatte, war ich davon ausgegangen, dass er den neuen Job "sicher" in der Tasche hat? Hab jetzt mal geschaut aber kein Robert Mugabe-Zitat im Zusammenhang mit Alain St. Ange gefunden, Du meintest in Bezug auf dessen Hautfarbe?

Nein, die WTO hat dann einen Georgier gewählt, aber da war St. Ange schon aus dem Rennen. Er hat seine Kandidatur zurückgezogen, weil Simbabwe massiv gegen seine Kandidatur opponiert hat, da sie selbst einen Kandidaten im Rennen hatten. Mugabe hat sich meines Wissens nicht zu St. Ange geäußert, aber die African Union hat den Seychellen am Schluß mit Sanktionen gedroht.
Simbabwe muß ein wunderschönes Land sein, aber völlig chaotisch und und mit diesem total skurrilen Despoten da, der halt irgendwie nur durch diese sarkastischen Sprüche auffällt. Die ihm bestimmt zu einem großen Teil nur zugeschrieben werden. :D

Aah, jetzt steig ich dahinter, was die Hintergründe dafür waren. Da war ja eine regelrechte Schmierenkomödie im Gange, muss natürlich ziemlich bitter für St. Ange gwesen sein.

Robert Mugabe-Zitate waren mir dato völlig unbekannt.:D Hab jetzt mal etwas darin gestöbert, kursieren ja jede Menge davon im Netz. Auch wenn nur ein Teil davon von ihm stammen sollten, so kann man ihm eine gewisse smartness nicht nicht streitig machen. ;D

Besonders die üppige Natur irgendwo an der Anse Soleil wird ihm gefallen, nehme ich an. :wink: Irgendwo da sollen seine Vertreter sich 2016 immer mit Putins Vertretern im Gebüsch getroffen haben, arrangiert von den Saudis.

Die Seychellen erwarten einen neuen Kreuzfahrtschiff-Rekord und feiern sich selbst für diesen "Erfolg".

Die ungeduldig erwartete Eröffnung der diesjährigen Invasions-Saison wurde durch 3300 Italiener bewerkstelligt, die im Oktober aus den Bäuchen zweier schwimmender Schuhkartons strömten und sich über die Docks von Port Victoria ergossen. Weitere 34 Schiffe sind bis April avisiert.

Gestern gabs ein neues Interview mit dem aktuellen Minister für Tourismus. Es ist lang, aber für die, die sich mit dem Thema beschäftigen, absolut lesenswert. Er geht eigentlich auf alle relevanten Aspekte ein, den Grad, in dem Einheimische zukünftig in die Branche involviert werden sollen, die Anzahl der Touristen, die er in den nächsten Jahren erwartet (für die, die es nicht alles durchlesen wollen: die halbe Million wird für 2020 angestrebt), und auch auf die Kriminalität und Abzocke.

Ein DMC ist übrigens eine Destination Management Company. Ich mußte den Begriff jedenfalls erst nachgucken, hatte ich noch nie gehört.


Was ich bemerkenswert finde, weil es sich gerade mit meinen frischen Erfahrungen deckt, sind die Aussagen, die er zu Kundenbeschwerden trifft. Auf La Digue ist das, so wie ich es mitbekommen habe, Gang und Gäbe, das Hotel zu wechseln, weil drumherum die Hunde bellen, Hähne Krähen und Leute Musik spielen. Da ist vielen nicht klar, daß sie nach Afrika fahren und es sich dabei um normale Umweltgeräusche der dort lebenden Bevölkerung handelt. So wie man La Digue jetzt schon anmerkt, daß die Insel in großen Teilen irgendwie um authentisches Leben "bereinigt" wirkt, wird das dann weitergehen. :?

Schön ist auch der Hinweis darauf, die Tourismusindustrie solle doch nicht immer alles öffentlich machen, was sie so vorhabe. Tja, durch Klappe halten hätten sich Petitionen gegen die Bebauung der Police und Ternay sicher vermeiden lassen. :wink:

The Big Interview with Maurice Loustau-Lalanne

“Don’t fleece the visitor, it will kill the industry ”

In this interview, the Minister for tourism shares what his biggest achievements has been, the challenges he faces, the projects he is working on as well as his optimism for the future. But he speaks of his belief in ‘tourism for all’ but cautions against the lack of honesty of the industry and speaks of his determination to stamp out illegal tourism accommodation.

Minister Lalanne, You are now eleven months into your mandate, what would you say are your biggest achievements so far.

Let me give you one each from my portfolio that I consider to be the highlights. For tourism – it is the redistribution of hotel rooms to developers that were ready and eager to invest in Seychelles. That took a long time to discuss amongst ourselves including government and then make the decision to not slow down the pace of development, i.e. bringing in new or additional rooms especially when we take into account look at the civil aviation aspect where there are I think many important results.
With the renegotiation to bring back British Airways to Seychelles, which is a highlight, and the return of a number of European airlines flying directly to Seychelles, we recognized together with the trade at the multi-sectoral meetings or at SHTA meetings, the lack of available hotel rooms proper; there are rooms but they’re in the smaller guest house category where the numbers are not a lot.

With respect to the key issues at Civil Aviation, the airport was too much of a building site for too long, I did put quite a bit of pressure to finish all the different extension and upgrading projects. We’ve managed to open the domestic terminal, which should finally be completed early next year.

In terms of Port and Marine, we’ve finally managed to get a development grant and financing from EU though the European Investment Bank and the Agence France de Development to finance the commercial port extension, a project which is key for the next phase of our development.

We’ve continued to do all sorts of other things in the process; we’ve reviewed a number of new policies. In tourism we’ve reviewed what I think will be quite a controversial matter in relation to vertical integration, it is high time we relook at this.

There was quite a backlash about vertical integration in respect to foreign investors, now that Seychellois investors are involved in DMCs, hotels, transportation etc., what changes are you planning?

We have to be fair and reasonable. If you’re going to give the possibility for a hotel to have an activity in a boat, you need to also to give a company which operates boats the possibility to have a few rooms in a hotel a hotel; otherwise, it’s not fair. The current vertical integration policy allows for keeping a balance all the time that but we need to review it. For example, it talks about “a percentage of” and I think this is wrong, it says a DMC can have so much percentage of hotel rooms, so the more you have hotel rooms, the more rooms a DMC can have. It shouldn’t be that way, I think it should be a fixed amount, we should say 200 or 300 rooms or whatever the number is, but you fix it in time and this is to allow more people to enter in the tourism industry. We must also remember we are signatories to the World Trade Organisation and we cannot discriminate especially with foreign investors. If we have filed a special condition, a reserve or we restricted entry at the beginning and it is listed then we are able to implement this, but if we did not then that particular activity or trade item has not been restricted then we cannot discriminate against them.

You mention you don’t want hold back growth; we have additional airline capacity and yet we have a moratorium on hotel rooms in place. We are also issuing new licences to smaller establishments…

There is no restriction for Seychellois-owned establishments up to 24 rooms, and yes, we continue to approve a change of use, sometimes up to 5-6 a month. Although we will continue to approve change of use, I am becoming a bit concerned about the change of use simply because of their standards. Next year we will also be classifying hotels, not just the large hotels but also the Seychelles Secrets brand – they will have a different label than. In fact everybody is going to be classified, even change of use will be classified.

Why is change of use so problematic?

Unfortunately, at one point we fast tracked change of use, just for the sake of fast tracking them, basically they were illegal accommodation and we legalized them; we’re not going to be entering into this game again, it’s caused us a lot of problems and we’ve got a lot of negative comments. Visitors check into a hotel today they check out tomorrow because of noise they move to another one thinking it’s going to be better but it’s not; there was loud music there, now it’s the dogs, traffic - the problems keep going around. So we need to be clear on the standard. This group of accommodation type represents about 60% of the total.

One can find any number of unlicensed accommodation on offer on the internet. What actions are you going to take to address this?

In Seychelles there is a huge and I say huge, illegal accommodation situation; we have done some work on this and I can confirm that there are over 200 of them and we’re going to be tackling this. In fact I want the Cabinet’s support on this and we’re going to chart a course where we’re going to start the eradication of illegal guesthouses, self-catering establishments. We are small enough to be able have a system in place. Everyone that comes to the airport us is asked where they are staying. Immigration will have an electronic data base and we know what’s licensed; if it does not come up the visitor will be pulled to the side to get controlled. We need to make sure that any visitor to Seychelles goes in a properly-licensed accommodation; government needs to have a fair share of business and we need to be fair to those that conform to the law as opposed to those that are breaking the law. We will endeavour to tackle this and for those that are licensable – we will give that option to be licensed – instead of just shutting them down for the sake of shutting them down.

Every large project that comes along says they are going to create jobs, given our small labour pool, jobs for whom and what about the leakages of the system?

Ideally I would like for every Seychellois to be in tourism, but all of us can’t train only for tourism, we will always need expatriates, otherwise we will slow down that development and yes, there is a cost to it; we have to let them repatriate their money but it’s a global market and it’s a free economy we just have to manage it properly. I wish more Seychellois would get into it and at the Academy we’ve tried to put more emphasis on – even for those who are very poor academically - we giving them skills for them to enter the industry, we developed a two year certificate course that we offer them, some of the make it, some don’t but we continue with it. Ste Anne will have 500 employees, how many of them will be Seychellois, 200 maybe? 400, I hope but it won’t be, that’s the reality, we don’t have the sustainability initially but we have to invest to try and change the course of it.

What of the pressure on the environment for all these other projects?

When you have a developer and have an agreed site and he leaves it to rack and ruin what do we do? We give you an ultimatum for a period of time and if you don’t we’ll to help you either give you a someone to join. We become some sort of deal maker, we shouldn’t but this is what we do. It is best to develop existing sites first. There is always an impact on the environment with virgin sites. If we look back at all our tourism developments when they first started and there are so many examples, there is an impact but then you ask yourself has the environment improved or has it got worse. Lemuria for example, from 15 years ago is integrated today, the model has worked well; With Ephelia it is the same thing, as the biggest hotel in Seychelles, has Ephélia contributed towards the sustainability of the site? Look at the mangroves, I think it would have been worse, no one was taking care of it. Now many people are involved, money is going into it, wildlife and community is part of it clubs. All developments, at the initial stage which the construction phase has an impact, but if you mitigate properly and put some controls, like we do then I think the environment is the winner.

We have had carrying capacity studies that the private sector threw out of the window. What do you think optimum capacity for Seychelles and in rush to build hotels what equity are you leaving for future generations to have a chance to participate in tourism and to build; they’ll have their own ideas as to what and how they want to do things, are we leaving them the space for them to do that ?

My principle is that tourism is for all of us, so we cannot have a development policy that restricts it. It should be there for everybody. Tourism is almost becoming the number two industry in the world, in terms of the economy, job creation, wealth creation, of enjoyment. Everybody, whether it is airlines or universities, sees tourism as the biggest industry going forward, if we agree with his principle which I share, then we have to ensure we provide space for the next generation to also be investing.

The first thing we did here is that half of Seychelles is under conservation so we can’t touch it so let’s look at the remaining half. We have also put a carrying capacity in terms of numbers, and each time we were or we had reached it we have looked at it again. 100,000 was pushed to 150,000 then 300,000, and now to half a million 500, 000. It is 304,000 now, it will be 350, 000 by the end of this year, we have to ask ourselves what is the sustainability of these 350,000 people in our system. We will reach half a million by 2020 and it’s round the corner.
So where will we put them?

We have so many islands in Seychelles, some closer to us, some further away and these islands have nothing on them, that’s where the next phase of the development will come. We have a potential and that’s where the growth will be. The next generation coming should be investing and develop, but it will have to be linked with planes, with boats for us to reach them. There it’s going to be more exclusive, it’s going to bring in more money, the clientele segment is going to be very different, and this is what we want actually. This is what makes me feel comfortable that when the next generation comes they should be singing the song of more high end, more luxury tourism in Seychelles on these islands; that’s where they should be aiming at investing in.

We’ve always looked at visitor arrivals numbers, it’s a fair gauge, but surely there are other measures to measure performance and contribution…

Are there places that are overcrowded in Seychelles or not? What is the return we are getting out of it? This is why the philosophy for Seychelles must always be we increase the numbers, yes, every year we must increase the numbers, but we must slow down the increase of the numbers but on the basis that we get them to spend more money and the island is conducive for people to move around the island al l the time.
And that is why we have changed the focus a little bit. When you look at it today we will have increased spend to 25% more than last year (CBS figures), which is quite a big achievement. This they break down in different categories of services, it is the exchange of real money through the banking system. We want to bring in the Tourism Satellite Account which has different formulae then we can be more accurate in our apportioning of this total money amongst the different sectors.

Comparing the first nine months of 2017 against last year, last year tourism brought in SCR 4 billion, in 2017 this is SCR 5.1 billion, this is SCRI billion more in tourism earnings for the same people. We hope we can reach the SCR 6 billion next year. We employ 17,000 25% of total employment, contributing 30 % towards GDP.

What kind of growth are you looking at for 2018?

We’ve been at 17% - 20% year to date in terms of visitor arrivals. I am forecasting growth between 8 and 10% in visitor arrivals but wanting expenditure to be between 15 and 20%.

What are the biggest challenges do you face right now in tourism?

Safety and security is beginning to show rearing its ugly head, we must not wait until it reaches the extent of where it has in the Caribbean for example – 300 people dying or shot dead as something normal – we all know it is linked back to drugs, we all know we’ve got to fix it, but while we’re doing that we must all understand that we cannot have an immediate overnight fix, but we need to take action; we have taken action but we can’t take action and let then let the perpetrators go. We must also be more reserved in publicizing what we we’re doing. My biggest worry right now is I don’t want the actors in the tourism industry to themselves act in a way, maybe they are not conscious of it, where they jeopardize their own industry if they continue by posting anything on social media. My biggest challenge is we can’t control what they say, but this appeal is whatever you say, think it through and know this goes round the world in double quick time. If you are the mouthpiece people will tend to believe it even if it is not the official version.

My other big challenge is that everybody in the industry has to be honest. I am not saying that everybody is a thief - but we are not very honest when we deal with the visitor – in other words, when a tourist takes a taxi, switch on the meter, don’t fleece the visitor. It happens everywhere, a visitor staying in a self catering buys a coconut, one mang sab, or he buys three little mang blanc for SCR300 rupees. My appeal is don’t do this, it will kill the industry. People may buy because they are hungry but when they learn afterwards it only costs SCR50 rupees, and you fleeced him SCR250 rupees. Consider when you go to the shop and you’re supposed to get 50 cts change and the shopkeeper pockets it you get angry with him, and so you should. Seychellois get angry for a 50 cts on the change for his beer yet he’s prepared to fleece the tourist SCR200 rupees on his taxi fare or something else. This is not correct. This dishonesty is rampant in Seychelles and we should stop this nonsense. It is a shame that this is happening. It gives us a very bad image; we are in the business of tourism for all and we should be practice honesty.

Und das, obwohl man ihnen gerade den Direktflug weggestrichen hat. Erinnert mich irgendwie an die 50er Jahre. Wenn's gar nicht anders ging, dann fuhr man eben mit dem Motorroller nach Bella Italia, koste es was es wolle.

Jetzt also ein gutes Drittel mehr Teutonen als im letzten Jahr an der Source d'Argent.

Es scheint, daß es neben der Republik der Seychellen auf der Welt kein zweites Land gibt, das für sich selbst derart ausdrücklich mit besonderem Umweltschutz wirbt und in der Realität so unfaßbar dreist das absolute Gegenteil davon praktiziert.
